The Transnet Rail Infrastructure Manager (TRIM) has extended the closing date for slot applications under the Network Statement after potential operators requested more time to complete their applications.
Transnet announced the extension of the 7 February deadline to 27 February 2025 in a statement on Thursday, saying the decision had been taken in consultation and with the approval of the Interim Rail Economic Regulatory Capacity.
“This decision follows the receipt of requests from potential train operating companies and access seekers, who have requested additional time to complete their applications in line with the revised framework introduced in the updated Network Statement,” Transnet said.
TRIM recently published an updated Annexure 29b and an Addendum to Section 4-10, incorporating key changes to capacity allocation and transformation principles.
“These updates provide for the full opening of all slots across the network and introduce clarified equity-based access provisions for emerging operators and can be found on the Trim website,” Transnet said.
“The extension ensures applicants have adequate time to align their submissions with the updated application criteria. Trim remains committed to ensuring a fair, competitive, and transparent slot allocation process that fosters increased participation in the rail sector.”
Transnet said that by extending the deadline it aimed to enhance the quality of applications and encourage broader participation from established and new market entrants.
SA Association of Freight Forwarders CEO Juanita Maree welcomed the amendments to the Network Statement.
“The slot capacity increased and private sector can now contribute meaningfully to the network capacity, for us specifically in the National Corridor and Central corridor,” Maree said.
“This correction was needed and is a good contribution to the rail modality with its own characteristics.”
