It’s open to debate whether the modality structure that has been implemented by Customs at the South African Revenue Service (Sars) is conducive to trade facilitation or not.
Land, air and sea modalities have been established in various locales where Sars has a presence.
Airfreight entries are processed by the Doringkloof office, sea freight entries in both Cape Town and Durban, and road transport (land modality) is processed in Alberton.
While this structure may work well for Sars, it raises challenges for trade.
