On 23 April 2021, the International Trade Administration Commission of South Africa (ITAC) announced the proposed reduction in the ‘General’ rate of customs duty on stemming plugs for mining and civil blast holes, classifiable in tariff subheading 3926.90.90, from 20% ad valorem to free of duty through the creation of an additional 8-digit tariff subheading on which comment is due by 23 May 2021.
The proposed wording for tariff subheading 3926.90 reads: “Stemming plugs for mining and civil blast holes, classified in tariff subheading 3926.90.xx’’.
The main reasons for the application lodged by ERG Industrial (Pty) Ltd are:
- There is no manufacturing industry for the product in the Southern African Customs Union (SACU);
- To satisfy the demand for such a product and create a rapid expanding market and industry within South-Africa; and
- To contribute to overall South African economic growth.
