The South African Revenue Service (SARS) has imposed definitive anti-dumping duties of up to 129.15% on vehicle windscreens imported from China and Malaysia.
According to a tariff notice dated September 7, Chinese front windscreens classified under tariff subheading 8708.22.10 are now subject to manufacturer-specific duties.
The notice sets a duty of 28.39% for windscreens produced by Dongguan Kong Wan Automobile Glass. Products manufactured by Xinyi Automobile Glass and Dongguan Benson Automobile Glass attract a duty of 12.92%.
Other Chinese manufacturers face a duty of 129.15%, although the notice excludes BSG Auto Glass and Fuyao Glass Industry Group, as well as the three manufacturers covered by the specified company rates.
The Chinese measure follows the introduction of definitive anti-dumping duties on Malaysian vehicle windscreens on September 4.
According to SARS Notice R.7888, windscreens manufactured or exported by Xinyi Energy Smart Malaysia are subject to a duty of 12.92%. Imports from all other Malaysian manufacturers and exporters attract a duty of 129.15%.
SARS said the Malaysian duties applied to vehicle windscreens classified under tariff subheading 7007.21.20 and front windscreens under tariff subheading 8708.22.10.
Both measures were implemented through amendments to Part 1 of Schedule 2 of the Customs and Excise Act.
