On 10 March the South African Revenue Service (SARS) announced a reduction in the wheat and wheaten flour formula tariff to free (0%) of customs duty. The tariff amendments relate to the rates of customs duty of ‘Seed’ (1001.91), ‘Other’ (1001.99), ‘Brown wheaten meal produced by the milling of whole grains (the bran, germ and endosperm) (excluding separated wheat bran, separated wheat germ or separated wheat semolina or endosperm)’ (1101.00.10), ‘Cake wheat flour as defined in Additional Note 1(a) to Chapter 11’ (1101.00.20), and ‘White bread wheat flour as defined in Additional Note 1(a) to Chapter 11’ (1101.00.30) from 10.27c/kg to free. The tariff amendment also relates to the rate of customs duty of ‘Other’ (1101.00.90) from 15.41c/kg to free.
The reasoning is contained in the International Trade Administration Commission of South Africa (ITAC) Minute 11/2020.
