On 29 March 2019, the International Trade Administration Commission of South Africa (ITAC) published its, “Guidelines and Conditions Pertaining to a Bilateral Safeguard Application in the Economic Partnership Agreement (EPA) between the European Union (EU) Member States and the Southern African Development Community (SADC) Member States.”
Emanating from the EPA between the European Community (EC), also called the EU, and its member states, of the one part, and the SADC EPA states, of the other, Article 34 of the EPA provides for safeguard action in defined circumstances.
