The South African Revenue Service (SARS) has emailed a survey to a sample of taxpayers and traders to find out if they are satisfied with the clarity and certainty provided by SARS.
The survey is legit and called “Request for your participation in the Annual Clarity and Certainty Survey”.
This is how the ‘from’ email address and the first part of the email appear:

The South African Revenue Service (SARS) is conducting an annual survey to establish whether taxpayers and traders are satisfied with the clarity and certainty of the guidance provided by SARS in order for them to comply with the tax legislation in specific areas, for specific tax types and programmes.
You have been identified to participate in the survey to assist us to meet the desired objectives of the survey.
Kindly note that your participation is voluntary. You have the right to decline or withdraw at any time and the survey is strictly confidential.
