In a letter dated 06 December 2018, “Introduction of Automated Part-Shipment Management at Land Border Posts Postponed” the South African Revenue Service (Sars) Executive: Customs & Excise Centre of Excellence (Acting) advised that in a previous letter dated 29 November 2018, Sars had provided an update on the planned implementation of phase 2 of the RCG project involving the movement of part-shipment goods across land borders.
Sars decided to postpone the rollout from 07 December 2018 to 2019. The decision was made as the system change will impact all cross-border road carriers, as well as the clearing agents and computer bureaus who provide electronic services to such carriers, at a time when border posts will be under pressure to cope with increased volumes of cargo.
This postponement will also provide an opportunity for bureaus and clearing agents to fully inform their clients about the reporting arrangements surrounding part shipments.
According to Sars, details of a new release date will be communicated to all stakeholders in due course.
