The World Customs Organization (WCO) informed that the 29th Meeting of the Revised Kyoto Convention (RKC) Management Committee (MC) was held from 30 May 2022 to 03 June 2022. Over 100 Participants representing about 80 Contracting Parties to the RKC and 10 Observers from international organizations, academia, and stakeholders joined the hybrid meeting that was held at WCO headquarters.
In his opening remarks the Compliance and Facilitation Director thanked delegates for their hard work and co-operation. He further urged them to maintain the momentum as for the first time, under Step 4 of the Four-step Framework, Potential Draft Texts (PDTs) relating to the Specific Annexes would be discussed at this meeting.
The main objective of this meeting was to discuss the PDTs drafted in consultation with the proponents and interested Members. Over the five-day meeting, the RKC/MC was able to discuss 50 PDTs relating to the Specific Annexes. These PDTs were largely concerning concepts on processing of goods, postal traffic, relief consignments, express/expedited shipments, travellers, rules of origin and free zones.
The meeting also held discussions on the possible way forward concerning the updated work plan of the comprehensive review of the RKC and decided to continue the deliberations, as well as further discuss the PDTs relating to the Specific Annexes at the next meeting. Since the comprehensive review of the RKC has entered a critical phase, the meeting urged all Members and observers to provide their full commitment and to take active participation throughout the process.
The next MC meeting will be held from September 26-30, 2022.
